per the said directorate letter, service e-MO can be issued in three cases:
1. Delivery of articles for which electronic data is not available with delivery office
2. Articles where COD amount mentioned physically on the article and appearing in electronic data offers
3. Sub Post Offices where e Payment module is not functioning

As per the
latest directorate orders dated 30.03.2016, issue of service e-MO is not discontinued and service e-MO
can be issued in the a/m three cases.
