Clarifications on SSP/NREGS payments

CO has issued the following clarifications on payment of SSP and NREGS. Please follow the same.  In these clarifications it is clearly mentioned that staff has to follow only instructions issued by department and not by
state government officials.
 

POTD Version 2.7

New version of POTD - GL 11 Version 2.7 is released. New features are Iris authentication and Telugu withdrawal receipt.  SPM/BPM/CSP will update their POTD with new version.

Daily check of NREGS/SSP payment

SPMs must compulsorily ensure that daily payment of NREGS/SSP shown in BO Daily Account is tallied with Portal figure.  If BPM/CSP shows excess payment, it should be charged to UCP on the same day and BPM/CSP has to credit under UCR.

SSP Incentive to staff

As per the CO order, rate of SSP incentive per transaction is as follows:
To BPMs/SPMs  - 0.50ps
To CSPs             - Rs.2.00

Payment of SSP without adhar number

Even the SSP pensioners without adhar number also are credited with amount.  It is being complained by PD, DWMA that these pensioners are not being paid amount as they have no adhar.  For these pensioners amount can be paid with VRO/PS/Bill Collector authentication.  There are 11,155 such pensioners without adhar number(Neither enrolled nor seeded).  SSP amount can be paid to these pensioners through VRO/PS/BC authentication.

Payment of SSP/NREGS without PB

It is being reported that many post offices that they have not received pass books for SSP and NREGS for the accounts for which amount is credited.  In this regard, a circular is being issued to all SOs to effect payments in r/o SSP and NREGS for the accounts for which the amount is credited but the PB is not received.  BPM/SPM/CSP must maintain a register showing details of accounts for which amount is paid without PB.  Amount is to be paid in POTD only.  No manual payments are allowed.

Pension payment for Feb'2015

Social Security Pensions for the month of Feb'2015 will be paid through post offices.  All SPMs/BPMs have to be ready to commence the pension payment from 01.02.2015. 

In r/o major panchayats where there are more than 750 pensions, additional POTDs are yet to be supplied by AP Online.  As a temporary solution, they have suggested to divert the POTDs from such BPMs who posses multiple POTD devices and also to divert from such BPMs where there are very less number of pensions.  All SPMs where pensions are more than 750 should immediately get such POTDs to their office and contact DO for creation of user id today without fail (till supply of additional POTDs)

Regarding supply of additional POTDs and regarding adhar inactive/BFD failed cases in r/o NREGS, AP Online has given the following reply. As per AP Online reply, all such cases are to be referred to MPDO wh has in turn refer such cases to PD, DWMA, Anantapur.  Please contact DBT Manager, DWMA, Sri. Inayatulla, cell no. 8978680932 for further clarification on any issues relating to adhar inactive/BFD failed cases.

PDF files are yet to be received from AP Online for the following data relating to NREGS and SSP in respect of which pensioners/wage seekers have either no adhar number or invalid adhar number.  After data is received, pass books will be prepared and sent to POs.

SSP Payments for Jan'15

SSP Pension payments for the month of January'2015 will be paid manually through Janmabhumi Committees of state government.  Hence there will be no SSP pension payment through Post Offices for the month of Jan'15.
