PIB clears India Post's Rs 800 crore proposal for payments bank
NEW DELHI: The Public Investment Board has approved the Rs
800-crore proposal from India Post for setting up a payments bank and it will
be placed before the Cabinet within a month for final approval.
PIB, under the Finance Ministry, whets the investment proposals by state-run
entities.
"The PIB meeting has been held on January 19 and the proposal has been approved. The recommendations of PIB will now be placed before the Cabinet for final approval," a senior official of Department of Post (DoP) told PTI. The department is also in the process of finalising selection of a consultant for setting up of the India Post payments bank.
It had shortlisted six consultants but only three of them submitted the bids. The India Post payments bank will primarily target unbanked and under-banked customers in rural, semi-rural and remote areas, with a focus on providing simple deposit products and money remittance services.
The pilot for the payments bank is set to start from January 2017 and the full-fledged operations may start by March.
The Reserve Bank has granted payments bank permit to the department, which is already into providing financial services and has 1.55 lakh branches across the country. As per the RBI guidelines, a payments bank can offer limited services such as demand deposits and remittances.
They will not be allowed to undertake lending activities and will initially be restricted to holding a maximum balance of Rs 1 lakh per individual customer.They will be allowed to issue ATM or debit cards as other prepaid payment instruments but not credit cards.

Updation of PLI/RPLI polices -MOST IMPORTANT
As per the given directorate orders, all PLI and RPLI policies must be got updated in McCamish by 15.03.2016. From 16.03.2016, option to update PLI/RPLI policies provided to CPCs through uploading of CSV files will be disabled and policies cannot be updated by CPCs after 15.03.2016. All SPMs must send pass books for updation and see that all their policies are got updated in McCamish.

Sale of Karunya University applications
The cost of the
application form is Rs.750/- out of which, the commission payable to DoP
is Rs.94 /- exclusive of Service Tax. RS Puram HO will be
the nodal office for this scheme and the Senior Superintendent of Post
Offices, Coimbatore Division will be the nodal officer. The
application forms will be despatched to all the identified POs by the nodal
office through Business Parcel.
The sale will be done through ePayment. Karunya University has
been configured as a National Biller by CEPT, Mysore, under Biller name
‘KARUNYA UNIVERSITY ‘ and Biller ID 6357 .
The sale will commence immediately on receipt of application forms and end on 31.07.2016.

Steps to be followed for timely completion of EOD by CBS offices
This is regarding timely completion
of EOD by CBS post offices by clearing the blocking validations. Following
are the steps which need to be followed by CBS post offices to ensure
timely closure of EOD activities.
1) Verification
of the transaction should be done by Supervisor, as soon as the transaction is
carried out by the counter person.
2)
Complete all Business operation and check there are no pending EOD Blocking
validation items.
3)
Procedure to check the blocking validation details & clearing it,
a.
Invoke HFTI and check for entered status Transaction. Post the same.
b.
Invoke HFTI and check for posted status Transaction. Verify the same.
c.
Invoke HIMCZ and Inquiry on non-closed Zone. Close the Zone.
d.
Invoke HIMC/HICHB and inquiry on unverified Inventory Transaction List. Verify
the same.
e.
Invoke HAFI and check for not authorized records. Verify the same
4)
Only after clearing blocking validations (as explained in point 2 above), then
users should submit Pre EOD menu ‘HISCOD’. This should be completed by 5:00 PM.
5)
Once HISCOD is submitted at Post Office level, Post Office should not execute
1st (HSCOD), EOD menu which will be execute by Circle CPC and should not do any
further transactions till date change is happened.
