Ministry of Finance, Department of Economic Affairs, vide its OM Dated
8.4.2016 has allowed sale of physical pre-printed NSC and KVP by
post offices with required changes.

Minimum SIFY bandwidth of TNF locations
Extract of letter from C.O to Unions on increase of SIFY bandwidth of TNF locations (Technically Non Feasible) where only NSP-2 is available:

It is to bring to your notice that as per Directorate
vide letter No.46-12/2015-Tech dt 05.02.2016, Circles are delegated
with the power of up gradation of NSP1 Bandwidth for D&E class
offices to 512 kbps (minimum bandwidth as per national policy).
Accordingly the feasible 2050 locations bandwidth upgradation approval
is given to M/S SIFY. Out
of which SIFY has upgraded the Bandwidth in respect of 2011 locations.
Remaining 39 locations are pending for want of issuance of WAN
acceptance by the Divisions. Consequently Directorate vide letter
No.46-12/2015-Tech dt 15.03.2016 has approved the upgradation of NSP2 to
next higher level in 196 locations, where NSP1 is TNF. In these
locations, NSP2 existing bandwidth is 128 kbps, hence the upgradation is
to be done to a minimum of 512 kbps instead of 256 kbps as approved by
Directorate. This has been taken up with Directorate vide this office
letter No. EDP/PMU/NI implementation/2014-15 dated 12.04.2016. In this regard, kindly find the attachment of all class D & E locations which are apgraded to 512 Kbps on NSP1.
I
am directed by the Competent Authority to request to not resort to
proposed action as it will demoralize the staff and give negative
message to public.

All Sub Offices where SIFY bandwidth was 256kbps is now increased to 512kbps w.e.f 07.04.2016 in A.P. Circle.

It is to intimate you that Centralized EOD
process started from 04.04.2016 on wards . IN this process all
SOL's should clear blockings and complete EOD _0 step (HISCOD) by 1700 hrs and
then CPC ( CBS) team should complete EOD_1 step by 21.00 hrs .
After completion of HISCOD circle should handover to Central EOD team , which
is functioning at CEPT, Chennai by 21.00 hrs.
Further it
is noticing that SOLs are doing BO transactions after 17.00 hrs. Inspite
of giving hourly reminders to Regional SPOCs/Divisional SPOCs SOLs are not
following the instructions.
In this connection
we are requesting you to instruct the Divisions/SOLs accordingly.
1. Regional level/
Divisional level EOD monitoring teams should form and all Regions should
confirm the closer of Region by 19.00 hrs to CPC team.
2. All SOLs should
clear the blocking validations by 17.00 hrs and run HISCOD menu.
3. After
business hours no PO should perform counter transactions.
4. No BO
transactions should enter after 16.00 hrs.
5. After
completion of couter transactions SOLs should run EOD_0 ( HISCOD ) menu and
intimate CPC for further execution of EOD _1 ( HSCOD ) menu .
6. If any SOL
wants to do BO transactions after completion of counters then SOL should run
EOD_ 0 menu and wait for date change i.e next date. Witout date change
SOLs should not perform BO transactions.
7. All Divisional
SPOCs should login into finacle and use menu HSSI and monitor the EOD status of
the offices with Divisional SETIDs given to divisions.
8. CPC (CBS) team
should complete the HSCOD menu by 21.00 hrs and handover the circle to Central
EOD Team.
